Update received from the project manager.
Conradie Park is developing well despite the numerous challenges flowing from the Covid situation and resulting economic issues and complications.
Current and completed projects within the whole are as follows:
External Ph 1 road upgrades
– Complete and handed over to the City
Internal Roads and Bulk Services
– Complete and all but the roads handed over to the City, Road handovers will be phased with the building roll out
Social Housing Ph 1 – 432 units
– On track for full completion in Feb 2022
– 1st 2 buildings on track for completion in Nov 2021
– Occupation in Dec 2020
FLISP Building – Paarl Rock – 266 units
– Sales process completed
– Building commenced in May 2021
– Completion due in July 2022
Market Residential – Kings Block House – 149 units
– Sales at over 60 %
– Targeting construction commencement in Nov 2021
FLISP Building – Boulders – 61 units
– Sales launched 14 Aug 2021 and at 45 %
– Targeting construction commencement in Nov 2021
Market Residential – Silvermine – 72 units
– Sales to launch in late Sep 2021

At the Conradie launch on 15th and 16th February, the below information was shared by the Realtor:
1st Phase
- Is open to anyone to buy
- Prices range is from R950k – R3mil
- Expected completion June to August 2021
2nd Phase
- Is for 1sttime buyers – open to people from any area but is predominately for people working within a 7km radius of Conradie
- It will be subsidised FLISP (salary between R3500 and R22000 per month)
FLISP housing explained - Prices will range from R550 – R720k
- Expected completion – August – Sep 2021 – 288 units
3rd Phase
- Subsidised rentals – incomes of R3,500 – R15,000, preference to people who work within a 7km radius of Conradie
- Start tenant intact towards end of 2020 for occupation early 2021
- Estimated rental cost – 33% of Gross household income – R1,100 – R5,200/month
- Expected completion Q1/Q2 2021
4th Phase
- The private school for 800 – 1000 children, grade R to matric
Parking:
- Studio apartments – no allocated parking bay, can use retail and commercial parking space as well as on street parking
- 1 bedroom apartments will have one allocated bay
- Larger units will have two allocated bays
General
- There will be Fibre with and Wi-Fi hotspots at some public places
- No freestanding homes
- Ground floor units will have a patio, not a garden.
- There will be four parks. Main park approximately 22,000m2 in area.
- Buildings are face brick which reduces maintenance and therefore levies
- Levies are estimated to be between R800 – R1400
- Its pet friendly, animal must not be taller than 50cm
- Retail convenience shopping centre to open by 2022
- R450mil infrastructure into the road network.

Sadly, the follow up meeting never took place. The next time we heard from Concor was in October 2019 when they ran into complications with the foot bridge from Conradie to Odin Drive.
They also appointed a CLO without consultation with Brian Watkyns or the Ratepayer Associations and did not inform us of the appointment either.
We are in the process of forming a Conradie Park Liason Committee which will consist of representatives from:

March 2019 Update After legal consultation, we have been advised that Council followed due process and legal action could have a range of negative consequences due to the social housing aspect.
We were further advised to adopt a co-operative approach to addressing the issues that we have and to monitor that conditions are being met.
In adopting that approach, the three ratepayers associations (Thornton, Pinelands and KenFac) met with Premier Helen Zille and Brian Watkyns on 13 December 2018 to voice our concerns and requested that a consultative forum be established which would include the 3 ratepayer associations, Sub Council 15, Province and the developer. This forum will enable the communities to be part of the process and serve as a platform to raise concerns. The Premier was in agreement but needed to discuss it with the developer, Concor.
The Premier’s office arranged a meeting on 6 Feb between 2019 with Concor, the three ratepayer associations and Brian Watkyns. It was an informal meet and greet session. Concor is willing to be part of a forum but they still need to appoint a Community Liaison Officer (CLO). The terms of reference for the working forum can only be finalized when the CLO has been appointed.
It was agreed to meet in 6 to 8 weeks time.
